Region 10 Special Education Projects are sponsored by two federal grants:  Low Incidence and Regional Comprehensive System for Personnel Development (R-CSPD)The projects are fiscally hosted by the Rochester Public Schools, but serve all of the school districts in Region 10.  These schools are located in the following counties: Olmsted, Dodge, Steele, Freeborn, Rice, Goodhue, Winona, Wabasha, Houston, Fillmore and Mower.

Low Incidence refers to disabilities that occur rarely or in low numbers.  In Minnesota there are eight disabilities that are considered low incidence:  autism, blind/visual impairment, deaf/blind, deaf/hard of hearing, developmental cognitive disabilities, other health disabilities, physical/health disabilities, and traumatic brain injury.  The Region 10 Low Incidence Projects are intended to address identified gaps and needs in special education programs and related services for students identified with any of the above mentioned disabilities.

Regional-Comprehensive System for Personnel Development is a program that provides workshops, inservices, and other activities for persons in Region 10 who work with learners who have disabilities.  This may include general and special educators, administrators, parents, paraprofessionals, and community service providers.  The intent of this project is to assist personnel in providing exemplary educational programs in the least restrictive environment for students with disabilities.
